SECTION 1 — INTRODUCTION AND ACCEPTANCE
1.1 These Terms and Conditions ("Terms") govern the enrolment, participation, and obligations of every boda boda rider ("Rider") who applies to participate in the Kuza Boda License Programme ("Programme") operated by Kuza Capital Finance Tanzania Limited ("KUZA"), in partnership with Chama Cha Madereva wa Bodaboda Wilaya ya Kinondoni ("CHABBOWIKI"). KUZA is a financial services company registered in Tanzania with business license number 20000073162 and VAT registration number 168-504-047.
1.2 The Programme is a structured, end-to-end motorcycle rider licensing facilitation and financing initiative jointly developed by KUZA and CHABBOWIKI, designed to improve compliance, road safety, and financial inclusion within Tanzania's transport sector.
1.3 By submitting an application, making a down payment, or participating in any part of the Programme, the Rider confirms that they have read, understood, and agree to be bound by these Terms in their entirety.
1.4 If a Rider does not agree with any part of these Terms, they must not enroll in or participate in the Programme.
SECTION 2 — THE PROGRAMME
2.1 What the Programme Offers
The Kuza Boda License Programme, jointly developed by KUZA and CHABBOWIKI, provides eligible Riders with the following services in a single integrated package:
- Digital onboarding and registration onto the KUZA platform via the KUZA LMS system.
- Identity verification and KYC processing in partnership with NIDA and relevant government authorities.
- Mandatory road safety and compliance training conducted by accredited training institutions in partnership with the Traffic Police. All Riders must attend training regardless of any prior training certificate held.
- Facilitation of the full motorcycle driving license acquisition process through TRA, LATRA, and the Traffic Police.
- Financing of the license acquisition costs through a structured short-term loan, subject to a mandatory down payment.
- Digital license custody until full loan repayment, followed by license redemption within three (3) business days of full repayment.
- Continuous engagement and access to KUZA's broader financial services and product ecosystem upon successful completion of the Programme, including future products such as tire financing, insurance, and asset ownership programmes.
2.2 Programme Partners
The Programme is jointly implemented by KUZA and CHABBOWIKI in collaboration with the Tanzania Revenue Authority (TRA), the National Identification Authority (NIDA), the Registration, Insolvency and Trusteeship Agency (RITA), the Traffic Police, the Land Transport Regulatory Authority (LATRA), and the Office of the District Commissioner.
SECTION 3 — ELIGIBILITY
3.1 To be eligible for the Programme, a Rider must meet all of the following requirements at the time of application:
- Be an active, registered member in good standing of CHABBOWIKI or any other KUZA-partnered boda boda association.
- Be aged eighteen (18) years or above.
- Hold a valid government-issued identification document — NIDA Card, Voter ID, or Passport.
- Have an active phone number registered under their legal name as it appears on their NIDA Card.
- Have verifiable proof of residence.
- Have a reachable guarantor or next of kin.
- Be willing and able to make the mandatory down payment of TZS 50,000 through official digital payment channels prior to enrolment.
- Be willing to attend the full training programme regardless of any prior training certificate held.
3.2 KUZA reserves the right to reject any application that does not meet the eligibility criteria or where the information provided cannot be verified.
3.3 Providing false, incomplete, or misleading information during the application process is a ground for immediate disqualification, cancellation of the loan, and referral to the relevant authorities.
SECTION 4 — ONBOARDING AND KYC
- All Riders must complete the KUZA digital onboarding process via the KUZA platform, USSD, or with the assistance of the stationed KUZA Secretary at the CHABBOWIKI offices.
- Mandatory KYC information includes: Full legal name | Active phone number | NIDA Card / Voter ID / Passport number | Recent passport-size photograph | Hand biometric photograph | GPS location at point of onboarding | Proof of residence | Guarantor or next of kin details | Motorcycle ownership status | Employment and income status.
- Upon submission, each Rider's profile must be reviewed and digitally approved by the Rider's Association leader before proceeding to loan application. No loan will be disbursed without this approval.
- Upon successful KYC approval, KUZA will generate a unique Rider ID in the format ABC1234, linked to the Rider's registered phone number. This ID is the Rider's permanent identifier within the KUZA platform.
- The Rider consents to KUZA collecting, storing, processing, and using their personal data for the purposes of the Programme and for KUZA's broader financial services platform, in accordance with applicable Tanzanian data protection laws.
- All Rider data collected under the Programme is the sole property of KUZA. The Rider acknowledges that their data may be shared with government authorities, CHABBOWIKI, partner institutions, and service providers strictly as required for Programme operations.
SECTION 5 — DOWN PAYMENT
- A mandatory down payment of TZS 50,000 is required from every Rider before enrolment is confirmed, of which TZS 40,000 is refundable.
- The down payment must be made exclusively through official digital payment channels designated by KUZA, including M-Pesa, Halopesa, Mixx by Yas, T-Pesa, and Airtel Money. No cash payments will be accepted under any circumstances.
- Proof of down payment will be confirmed digitally via an SMS receipt sent to the Rider's registered phone number.
- No Rider will be recognized, enrolled, or proceed to training without confirmed evidence of the down payment.
- The down payment is non-refundable once the Rider has been enrolled and the Programme process has commenced.
SECTION 6 — LOAN TERMS AND FEE STRUCTURE
6.1 Programme Fee Structure
All Riders are subject to the same fee structure regardless of any prior training certificate held. A mandatory down payment of TZS 50,000 is required upon enrolment. The remaining balance of TZS 130,000 will be financed on the Rider's behalf and repaid over 30 days.
6.3 Repayment Period
The repayment period is one (1) month (thirty (30) days) from the date of loan disbursement.
6.4 Daily Repayment
The Rider is required to make daily repayments of TZS 10,000 over approximately thirty (30) working days within the one-month repayment period until the total repayment of TZS 130,000 is fully settled.
6.5 Payment Method
All repayments must be made exclusively through official mobile money channels including M-Pesa, Halopesa, Mixx by Yas, T-Pesa, and Airtel Money. No cash repayments will be accepted under any circumstances. A digital receipt will be issued to the Rider's registered phone number upon each payment.
6.6 Loan Disbursement
KUZA shall disburse the loan directly to the relevant government authority via the official control number generated by CHABBOWIKI. No funds will be disbursed in cash to the Rider or to any Association under any circumstances.
6.7 License Custody
The Rider's driving license will be retained by KUZA as collateral security from the date of issuance until the loan is fully repaid. Upon full repayment, KUZA will release the licence to the Rider within three (3) business days.
SECTION 7 — LATE PAYMENT AND PENALTY STRUCTURE
7.1 Grace Period
If the Rider has not completed full repayment by the end of the one-month repayment period (Day 30), a grace period of five (5) days applies from Day 31 to Day 35 during which no penalty will be charged. KUZA will send daily SMS reminders and make phone calls to the Rider during this grace period.

7.3 Loan Freeze
From Day 44 onwards, the total outstanding amount is frozen. The loan balance will not increase further regardless of how long the account remains unpaid beyond this point. The Rider remains obligated to repay the frozen outstanding balance in full.
7.4 Recovery Escalation
From Day 36 onwards, KUZA will escalate the account through the following recovery protocol: (a) KUZA field staff will engage the Rider directly; (b) CHABBOWIKI Association leaders will be notified and are required to assist in recovery efforts; (c) Ward and district leaders will be engaged where necessary; (d) From Day 44, the account is referred to KUZA's formal recovery queue and may be escalated to relevant legal and government authorities.
7.5 Both KUZA and CHABBOWIKI jointly carry the liability for Rider loan defaults and shall cooperate fully in all recovery efforts. Where a default is directly traceable to fraudulent or incorrect data submitted by CHABBOWIKI, CHABBOWIKI shall bear sole liability for the resulting losses.
SECTION 8 — TRAINING
- All Riders enrolled in the Programme are required to attend the full road safety and compliance training programme without exception. This applies to all Riders regardless of whether they hold a prior training certificate.
- Training sessions are conducted twice per week in regular recurring cohorts by accredited training institutions in partnership with the Traffic Police.
- Upon successfully passing the required tests, the Rider will receive an official training certificate issued by the relevant authority.
- A Rider who fails to attend the required training sessions without a valid documented reason may have their enrolment suspended or cancelled at KUZA's discretion, and only the TZS 10,000 administrative fee will be forfeited. The remaining TZS 40,000 remains refundable in accordance with the refund policy.
- Completion of training is a mandatory prerequisite for proceeding to the licence facilitation stage. No Rider will advance to licensing without confirmed training completion.
SECTION 9 — LICENCE FACILITATION AND ISSUANCE
- Following successful KYC approval, down payment confirmation, loan disbursement, and training completion, KUZA and CHABBOWIKI will jointly facilitate the Rider's motorcycle driving licence application through TRA, LATRA, and the Traffic Police.
- Loan disbursements to the government authority are processed on Tuesdays and Thursdays of each week, subject to receipt of valid control numbers from CHABBOWIKI within the agreed 48-hour service level.
- The issued driving licence will be held in KUZA's custody as collateral security and will be released to the Rider within three (3) business days of full loan repayment.
- KUZA and CHABBOWIKI act as facilitators and intermediaries in the licensing process. The issuance of the licence is subject to the processes, timelines, and decisions of the relevant government authorities. Neither KUZA nor CHABBOWIKI shall be held liable for delays attributable to government processing timelines.
SECTION 10 — RIDER OBLIGATIONS
Every Rider enrolled in the Programme agrees to:
- Provide accurate, complete, and truthful information throughout the onboarding, KYC, and Programme process.
- Make the mandatory down payment of TZS 50,000 prior to enrolment through official digital channels only.
- Attend all mandatory training sessions in full without exception.
- Make daily repayments of TZS 10,000 through official mobile money channels within the one-month repayment period.
- Keep their registered phone number active and reachable throughout the Programme and until the loan is fully repaid.
- Notify KUZA immediately of any change in contact details, residence, or personal circumstances that may affect their repayment obligations.
- Not transfer, sell, or assign their KUZA Rider ID or Programme enrolment to any other person.
- Cooperate with KUZA's field officers, the KUZA Secretary, and CHABBOWIKI leaders in all matters relating to the Programme.
- Not engage in any fraudulent activity in connection with the Programme, including providing false identity documents, fabricated references, or fictitious guarantors.
- Accept and comply with all penalty terms set out in Section 7 of these Terms in the event of late repayment.
SECTION 11 — FRAUD AND MISCONDUCT
- KUZA and CHABBOWIKI operate a zero-tolerance policy towards fraud in all its forms, including but not limited to: fake enrolments, ghost customers, falsified identity documents, fictitious guarantors, unauthorized side payments, and misrepresentation of any kind.
- Any Rider found to have provided false or fraudulent information at any stage of the Programme will be immediately disqualified. Their loan will be recalled in full, their licence withheld, and the matter referred to the relevant authorities.
- KUZA reserves the right to conduct random audits and verification checks on KYC records, payment records, and any other Programme data at any time during and after the Programme period.
- Any Rider who suspects fraud or misconduct by any party connected to the Programme is encouraged to report it immediately through KUZA's official contact channels set out in Section 15 of these Terms.
SECTION 12 — DATA PRIVACY AND CONSENT
By enrolling in the Programme, the Rider gives their informed consent to KUZA collecting, storing, processing, and using their personal data — including name, phone number, NIDA number, location data, biometric information, repayment behavior, and transaction history — for the following purposes:
- Processing and administering the Programme loan and licensing facilitation.
- SMS and digital communications related to repayments, reminders, and Programme updates.
- Sharing with CHABBOWIKI, government authorities, and partner institutions as required for licensing and compliance purposes.
- Building the Rider's financial profile for access to KUZA's broader financial services ecosystem, including future products such as tire financing, insurance, and asset ownership programmes.
KUZA will not sell the Rider's personal data to any third party for commercial purposes unrelated to the Programme without the Rider's express consent. All personal data will be handled in accordance with applicable Tanzanian data protection laws. All Rider data collected under the Programme is the sole property of KUZA.
SECTION 13 — LIMITATION OF LIABILITY
- KUZA and CHABBOWIKI act as facilitators and intermediaries. Neither party is responsible for delays, errors, or decisions made by government authorities including TRA, LATRA, Traffic Police, or NIDA in connection with the licensing process.
- Neither KUZA nor CHABBOWIKI shall be liable for any indirect, consequential, or incidental losses suffered by a Rider arising from participation in the Programme, including loss of income during the training or licensing period.
- KUZA's total liability to any individual Rider in connection with the Programme shall not exceed the total amount disbursed by KUZA on that Rider's behalf.
SECTION 14 — AMENDMENTS AND UPDATES
- KUZA reserves the right to amend, update, or revise these Terms and Conditions at any time. Riders will be notified of material changes via SMS to their registered phone number at least seven (7) days before the changes take effect.
- Continued participation in the Programme following notification of any amendment shall constitute the Rider's acceptance of the updated Terms.
- The most current version of these Terms shall always be available at KUZA's offices and through the KUZA platform.

KUZA and CHABBOWIKI are committed to resolving all complaints fairly and promptly. All complaints will be acknowledged within forty-eight (48) hours and resolved within fourteen (14) working days.
SECTION 16 — GOVERNING LAW
- These Terms and Conditions are governed by and shall be construed in accordance with the laws of the United Republic of Tanzania.
- Any dispute arising from or in connection with these Terms that cannot be resolved through direct engagement with KUZA or CHABBOWIKI shall be referred to the relevant authorities or courts of the United Republic of Tanzania.
These Terms and Conditions are issued jointly by Kuza Capital Finance Tanzania Limited and Chama Cha Madereva wa Bodaboda Wilaya ya Kinondoni (CHABBOWIKI) and are effective from 23rd May 2026.
